A dental office manager calls on a Tuesday holding a letter from the water district. There is a date circled on it. She wants to know if you can "come do the backflow thing" before then, and she has no idea what the device is, where it sits, or that testing it means her operatories lose water for a while. She has patients booked every thirty minutes for the next three weeks.
Whoever answers has about ninety seconds to turn a vague request into a visit that will actually go right, and most of the ways it goes wrong are decided in that window.
Backflow testing is unusual among plumbing calls because the customer did not decide the work needs doing. A water purveyor did, on a calendar, with a deadline attached. That changes the shape of the conversation. The customer is not shopping. She is complying, and she is often annoyed about it.
Five things to get before you quote anything
A backflow test is a fifteen minute job or a half day job depending on facts the caller usually does not volunteer. Ask for them.
Assembly type. Reduced pressure principle assembly, double check valve, pressure vacuum breaker, spill-resistant vacuum breaker. Most callers cannot name theirs, which is fine. The notice letter almost always lists it along with a serial number, and asking her to read the letter out loud gets you further than asking her to describe the hardware. If there is no letter, ask what it protects: irrigation, a boiler, a fire line, a commercial kitchen.
Size and make. A three quarter inch Febco on a lawn line and a six inch RP on a fire service are the same test on paper and nothing alike in the field. Large assemblies mean heavier gear, sometimes a second tech, and often a different rate. Get the size off the letter or the tag. Watts, Febco, Zurn Wilkins, Apollo, and Ames cover most of what you will find, and the make matters later if the thing fails.
Where it physically is. Interior mechanical room, exterior above ground next to the meter, or down in a below grade vault. The vault is the one that ruins schedules. It may be full of water, it may require a confined space entry procedure, and it may be under a parked car at eight in the morning. Ask whether the tech needs a key, a badge, an escort, or a gate code, and get the cell number of whoever holds those.
Which water purveyor sent the notice. People skip this one, and it determines your paperwork. Every district runs its own program. Some accept a form emailed to a cross connection control office. Some require submission through a third party portal such as SwiftComply, BSI Online, Tokay, or Syncta, each with its own account setup and tester registration. If you are not already registered with that purveyor, the test can pass and still not count.
The due date on the letter. Not "sometime this month." The printed date. Filing windows after the test are short in most jurisdictions, so a test run two days before the deadline can still land late once the report is processed.
Who is allowed to sign the report
A plumbing license by itself is usually not enough here. Testers hold a separate certification, issued by a state, a county, or the purveyor directly, and typically earned through a course and practical exam under standards like ASSE 5110 or through a program such as the one run by USC's Foundation for Cross Connection Control. Certifications expire and require renewal.
The test kit matters just as much. Differential pressure gauges have to be calibrated on a schedule, usually annually, and the calibration certificate number goes on the report. An expired calibration invalidates the test even when the assembly is perfect.
So backflow work cannot drop into a generic open slot. Whoever books it needs to see the certified techs' availability specifically, and if a purveyor requires separate registration with its program, that is a lead time measured in days or weeks. Track certification expiry and gauge calibration on the same board you use for vehicle registrations, because both will quietly lapse and take a week of scheduled work down with them.
The water is going off, and someone has to say so
Here is the part that generates angry phone calls. Testing an assembly requires closing it. The tester shuts the downstream valve, then the upstream valve, and everything past that point loses water for the length of the test. On a small assembly that is often fifteen to thirty minutes. On a large one with a repair, much longer.
Nobody expects this. The office manager assumed you would stand outside with a gauge.
So say it on the booking call, in plain language, and say who it affects. A restaurant needs to know that a lunch service test is not happening. An apartment building may need to post notices to tenants a day ahead, which is the property manager's job, but only if you tell her. Salons, commercial laundries, and car washes all have hard windows.
Ask directly: what is the worst time of day for you to have no water, and what is the best? Then book the best one. On irrigation-only assemblies with nothing else downstream, tell the customer that too, because it turns a negotiation into a five second yes.
Confirm it again in the reminder message. The shut off is the most common reason a backflow appointment gets refused at the door.

When it fails
Assemblies fail. Rubber parts age, debris scores a seat, a relief valve weeps. The fix is usually a rebuild kit specific to that make, model, and size, which is exactly why you asked for those on the intake call.
Techs who carry kits for the common assemblies in their territory can often repair and retest on the same visit. Build that into the booking script: ask whether the customer authorizes repair up to a set dollar amount if the assembly fails, and get a decision maker's number if the person on the phone cannot approve it. Otherwise you get a second trip, a second shut off, and a deadline that moved closer while you waited for an email back.
Fire line assemblies add a step. Closing a valve on a fire service can trip a supervised alarm, so the monitoring company needs a call before the work and after it. Get the alarm company name and account number during intake.
Batching the retests so the deadline stops surprising anyone
Most purveyors run annual cycles, either on the anniversary of the last passing test or on a fixed month assigned to the property. Either way the dates are knowable a year ahead. Every test you complete today tells you when the next one is due.
Build the list at the moment you file the report. Record the property, the purveyor, the serial number, the size, the location notes, the site contact, and the due month. That record is worth more than the invoice.
Then work it by month. Roughly sixty days out, pull every assembly coming due, sort by purveyor first and by zip second, and start calling. Sorting by purveyor keeps the paperwork in one lane per batch. Sorting by geography lets a certified tech run eight small assemblies in a day instead of four. In freezing climates, irrigation assemblies come out of winterization in spring, which compresses a large share of the year's residential work into a few weeks, so those calls should go out earlier than the rest.
Two touches beat one. A text with the assembly details sixty days out, then a live call at thirty days for anyone who has not booked. The live call is where you learn the building changed property managers and your contact record is stale.
